Chinese government takes up with a lot of works for dealing with the housing matters, and acquired remarkable achievements in recent years. But, it is not quite enough. Guangxi is located in west of China, approximately 48millions people and 230 thousands ldlometer square. Its economics is dropped behind the eastern area, and belonging to one of underdeveloped provinces with short of lands and resources. The housing condition of town resident is taken place great changes which is from 7m~2 every people average in 1992 to 24.57 m~2 every people average in 2004. Though, housing problem of town resident is still stood out. Many inner experts contribute to study the housing guarantee problem at the beginning of housing system reform which is performed by the country, bringing forward to all kinds of theories and viewpoints concerned of housing. To my regret, but, it is obvious that Guangxi housing guarantee researches are getting behind the state's step. We will endeavor to work hard for more researches of housing guarantee field. According to Engels' housing theory, Maslow's demand hiberarchy and housing successive consumption theory, Pareto optimum theory and benefiting from Singaporean, American and Swedish housing guarantee experiences and lessons, this thesis lodges the viewpoint about the housing guarantee character, principle, purpose and common mode as same as following the way of applying theory to reality. Based on the above theories, we retrospect to the Guangxi housing system reform history and define the reforming process of Guangxi housing system as forming process of Guangxi housing guarantee system. Guangxi already builds up a elementary town housing guarantee system through housing system reform in recent years. Nevertheless, the government can not treat with the basic habitation environment well for the middle-low income family in Guangxi. For the sake of building up the well-off society comprehensively, the focus condition is to take order with the town resident housing problem in Guangxi. We will struggle to improve the resident housing condition and actualize the purpose which is "every family owning one house". We set forth projects of the near future, metaphase future and a specified future date in this article. Except that, every project supplies additional modality of housing guarantee and to be quite different each other. The thesis can also take on an integrated modality of Guangxi housing guarantee relatively. That means the modality will be useful for supplying theory of housing guarantee policy for the government. At the same time, this guarantee modality can show us something about the guarantee-type housing building and quicken the improvement of the town resident housing condition.
