Research On The Financial Difficulty And Management Of City Distract Structured By Town And County In China

Financial difficulty at the grass-roots level in China is so serious that is caused by financial system and other reasons and the Party and the government at all levels pay more attention on this problem. Financial difficulty at the grass-roots level in China also has been one of the cores discussed by researchers. But there is not more research on the financial difficulty about the city distract which is structured by town and county. Especially the research on the financial difficulty and management method about the city distract which is structured by town and county is less. So, one of the characters of this paper is to point methods after standing on the facts of "structured by town and county" , comparing different theory outcome and experience and analyzing the financial difficulty and reasons about the city distract which is structured by town and county.The financial difficulty and management method about city distract which structured by town and county not only has general characters of finance at the grass-roots level in China but also has its own characters. This research points the difficulties and analyzes the reasons and points management methods to solve the financial difficulty about city distract which is structured by town and county at last standing on the theory of economic development about town and county, guided by the theory of public finance and tax-share system and standing on the characters of city distract which is structured by town and county.
