The Nodi And Countermeasures Releasing From Poverty In The Villages And Towns Financial Work

The village and town finance is the most grass-roots of five levels of fiscal systems in our country, which is the guarantee of financial resources providing all sorts of public services in countryside. At present, the villages and towns financial difficult problem beginning in 1990s is obtained widespread attention of all levels of governments and academe. After taxation reforming and the agricultural tax decreasing, the function of the village and town governmental income was further attenuated. Many problems of the village and town finance gradually became dominant from recessive. This research takes this as the background, and synthetically utilizes related theories and methods of the public administration and the public finance, combines the theory with the practice, the macroscopic with the microscopic, makes a preliminary try to releasing from poverty in the villages and towns finance. This research attaches high importance on governmental balance in the solution to the village and town financial difficulties, systematically explains the important negative influence coming from certain passive work styles and the social conventions, and its solution, puts forward that the far-reaching policy for solving this problem is democratic decision making on village finance, and even the village democratization. The full text is divided into four parts.
