The key point of intellectual property is patent, which drives the basic and essential factor of economy. In some developed countries, patent system has been widely applied after hundreds years' development. Now, the utilization of the patent turns out to be the implementation of patent strategy, which has become the key way for the government to promote and protect the innovation of technology. It also becomes the main issues for governmental public management to advance and carry out the patent policy. Since the reform and opening up of our country, to deal with economic globalization actively, we have established the system of intellectual property (include the systems such as patent, trademark and copyright). In the recent 20 years, the system of intellectual property of our country gets to perfect constantly, and it is grasped and utilized by the government and enterprise step by step. Under the situation of construction innovation type national strategy, implementing patent strategy becomes the important means which strengthens the capability of independent innovation. As the managing department of the government of intellectual property, make correct strategy through the objective analysis of local society, characteristic of economical development, and intellectual patent to supply an effective reference to the strategy-making. To optimize the allocation of resources, arouse creation enthusiasm, promote technical progress and keep competetive advantage, finally become the support of the economic development.Intellectual property includes the contents such as patent right, trade mark right and copyright, which is very extensive to be concerned. Patent system is the important system of intellectual property; it has the very close connection with technical innovation and economic development. As the limitation of my knowledge and research ability, this paper researches the patent work only in Changsha. Through protection, management, utilization and the creation for patent in the knowledge economic times whose intellectual property becomes a focused point, we determine the challenge and problem in the patent field, and probe the reason restriction the patent work in Changsha. Considering the practice experience that combines the reality of our city, and the experience from the domestic and foreign area, this paper carries out superficial thought for patent of Changsha, using the public management theory. This paper explains the basic measure, principle and way of practicing patent in Changsha. Through the research of this problem, it will be a new choice for the government to adjust its economic structure and developing method. Also, it will be helpful to guide the future work of intellectual property.
