In recent years, the investigation of the industrial clusters is the focus of the study in the region economical. Recently, there is a widespread concern over the special contact between the industrial clusters and the local culture. On the base of the research in sociology, economics, geography of this contact, this text try to study the contact between the industrial clusters and the local culture by import the concept and means of the institutional economics and the theory of evolution.By reviewing the investigations of the contact between the clusters and the culture, we find that some papers advance some conceptions such as"embeddedness","Social Networks"and"Social Capital"which is concern about the location neighborhood and the collective culture. But other papers consider that the collective culture of trust is in the way of the trade between the enterprises. And this culture will negative influence the industrial clusters.The text finds two issues in these investigations: the first is that many studies use the culture as a background of the research, and emphatics that regional culture influences the development of clusters unilateral. Is culture really fixedness? The second issue is no matter positive or negative those studies emphasize the important culture of the clusters is the trust. Is trust really the kernel of the culture which affect cluster?At the first, the text doesn't agree with the Cultural Determinism. The local culture is alterable, and this text imports the concepts of evolutionary stable strategy and stochastically stable to analyze the variance of foot-binding consuetude in china to point that behalf induce the forming and disappearing of culture.Next, the text summarizes the investigation of the locale innovation culture in the industrial clusters, and reviews studies of learning through informality communion. The text considers that the most important locale culture can effect the clusters is innovation and learning culture.
