Lean production derived from Japanese Toyota Company which founded one type of management philosophy and system of special modern production method. It is the result that Japanese causes industrial engineering technology localization. The European and American people summarized and explained it for Lean Production on the base of Toyota Production System. Lean Production which had accommodated epoch development and the market change has experienced exploration and the perfection for the half century. It gradually forms and develops into today including the management idea, the production organization, the material flow control, the quality control, the cost control, the stock management, the workshop management and the workshop improvement and so on. They are more complete production management technology and system.Lean production implemented in many overseas enterprises has obtained remarkable fruits. Chinese enterprises which had advanced Lean Production have not required recognition and consistent success. The author has looked up large amount of document and has some experiencing by counseling some enterprises. The reasons of failure in carrying out Lean Production had been found. There are three main reasons which are taking part and neglect wholeness, emphasizing the result and giving up premise and esteeming method and neglect technology. From complete new view and combining the fact of enterprise the research of how to imply Lean Production is very practice. The author surveyed the production scene of Shenyang rustproof company, and interviewed employees face to face who are from different operating posts. There were many problems. Specially the push production which was implied in company, leads to a mass of products in process which were stacked in the production scene as well as the storehouse. It is necessary and extremely urgent that carrying out Lean Production can change traditional production method. This article researched the development of production control and analyzed three kind of pull production control strategies in this foundation. Using existent and the common equipments, through improving rationally and consummating the production system unceasing, it can realize production method from the tradition to the modernized transformation. Based on this idea, chose the hybrid control strategy which suited Shenyang rustproof company. The project which establishes and implements pull production system, is extremely complex. Specially in the domestic imperfect market environment, the enterprise must establish the software and hardware condition which adapts interior, thus this article researches the condition and function of establishment and implementation hybrid production control strategy. The Kanban as well as the circulation card are the core of the hybrid production control strategy and is the carrier of physical distribution and the information flow which organized and controlled production and management. On the base of Kanban principles, this article designed and established the system of The Kanban and the circulation card completely according to Shenyang rustproof company. Finally, it carries on the summary and analysis of pull production system which has been implemented in Shenyang rustproof company.
