Electronic waste recycling and the management theory differs from household recycling in two significant ways: (1) electronic waste, unlike household waste, is usually a composition of several materials, including hazardous ones and (2) it may contain precious materials as well as materials that can be reused (such as computer components, for example). Hence, it may be feasible and even profitable to collect and process electronic waste that may be obtained from sources that are dispersed in locations. Furthermore, a variety of governmental mandates on recycling of electronic wastes or e-cycling is forcing decision-makers to explore their options.With the implementation of "Extended Producer Responsibility", the manufacturers are facing various laws and regulations based on the rule of "the one who pollutes pay" and "reduce toxic substance". What strategy should the decision makers adopt to implement the recycling? Based on the basic idea of reverse logistics and product recycling, this paper studies the decision problem in the electronic products recycling, and put forward relative solutions.The paper discussed the definition of reverse logistics and relative idea about recycling, waste logistic, green logistics are introduced, and the basic theory of reverse logistics are stated accordingly; and hold that reverse logistics management is important in supply chain management, and the implementation of reverse logistics management is significant to society as well as enterprises.Based on the theory of different recycling mode in closed-loop and open-loop supply chain, the comparison of enterprises by self-employed, logistics alliance and outsourcing are made, introduced the reason to choose recycling mode, providing theoretical proof for the recycling mode of Chengdu's e-product.Analyzed the IT market, electric home appliance market and communication market based on the logistics infrastructure and the development of industrial economy, and concluded the characteristic of Chengdu's e-product market, and put forward the applicable recycling mode for Chengdu's e-product based on the theory and analysis above. Build the model for electronic products recycling, and apply the computational algorithm to numerical examples to illustrate both the model as well as the algorithm, and also suggest directions for future research. The paper is based on the classic mixed integer programming theory with the background of open-loop supply chain recycling mode, and built the recycling decision model with the object of maximum profit, providing theoretical proof for decision makers to make recycling more active and effective.
