| The enterprise strategic management is the enterprise high level superintendents who do the long term plan and instruct the whole manage activity of the enterprise fundamentally, through analysis of the enterprise external environment and internal condition, to ensure the persistent existence and the development of the enterprise. In this article, we'll design the system of CHIDI about its development strategy and strategic management, by analyzing the external environment and internal condition of it.There are four parts: the first part is consistent of the preface and section, which discusses the problem we want to resolve and theory we want to set the basis on; the second part make an analysis on the strategy circumstance which CHIDI faced; the third part includes the third section and the fourth section, which designs the general develop strategy object system,the way how to implement these strategies and the reconfiguration plan of business units; the last part concludes the achievement and inadequate of this research.In this article, we believed that, CHIDI is a service leadership enterprise whose leading service is hydroelectric engineering consulting projects. The service leadership enterprise's development strategy is influenced by the development characteristic of the industry greatly. In the overall, it must implement the multiplication developmental strategy. However, with the leading service faced with the good development opportunity at present; currently we should make the leading service greatly and strongly, and build the foundation for the further multiplex development. At the same time, CHIDI has good external and internal condition, by which it could carry on the leading service to expand. We should consolidate the existing market, speed up to enlarge market, and vigorously develop the business of general contracts. In order to realize the enterprise long term stable development, the company should positively enter the international market, further other project engineering domain, and look for chances to develop the star service initiatively. However, CHIDI also has certain fetter in the system and the management mechanism at present, and ability of various aspects can not completely meet the enterprise strategic development needs. For instance, the shape of the existing company organizes has not a strategy level division, it has restricted the development of the existing leading service, and doesn't meet the needs of the strategy expansion. The present management system has the obvious characteristics of institution system, and each kind of mechanism is not perfect too. The project management system has initially established, but truly support its service development and the service pattern promotion, it also be waiting for further consummates. At present, the human resources and the compound-talented people also relatively insufficient, that cannot support the service the strategic expansion and the business development effectively. Therefore, before the implementation of CHIDI the overall strategy, first we should carry on the organizational reform and consummate the ability of various aspects.On the basis of this analysis, It is suitable for CHIDI to institute and carry out the grown strategy. We think the strategy of CHIDI is consistent of globalization and diversification headed by main business extension. The strategy implement systems include main term extension strategy implement system,globalization strategy implement system,diversification strategy implement system and the strategy implement system before all. Firstly, main business extension strategy implement system includes boosting the contraction, increasing the market share in Sichuan province and keeping the increase of the income from other markets; Secondly, globalization strategy implement system includes the business extension of consultation which should be given the most focus, the business extension of contraction for the Hydroelectric project and other business. Thirdly, diversification strategy implement system includes consultation and contraction for other type of projects, extending of other business and capital operation; for the last, and the strategy implement system before all includes reform of the institution and construction of management systems and information.We think CHIDI should become the supplier both for the products of environment where people work and live and a dynamic system, of the service and entire solution. CHIDI should regard improving the quality of environment and providing protection for the dynamic system as its most important mission. It should be the purpose of CHIDI that talent is basic, innovation is prior, customers are important, quality is key. CHIDI will try its best to become a global intellectual industry group whose business covers the products for environment where people work and live, and a dynamic system, of the service and entire solution, which gives equal focus on business operation and capital operation. The main contribution of this article can be described as:1.I combined the idea and pattern of enterprise strategic management with the strategic management of the state-owned large-scale Hydroelectric Investigation & Design enterprises, and proposed theory and method on how to carry out the strategic management at present; 2. I Systematically studied and proposed how the service leadership enterprises formulated enterprise overall developmental strategy as well as the system of strategic implemental method according to its external environment and internal resources condition; 3. I analyzed the problems about how the property right institution restricted the development of the state-owned Hydroelectric Investigation & Design enterprises, and proposed the reasonable solutions.I devoted myself to strategy development and strategy management for a long time as a key manager of CHIDI. So I would like to make some contribution to CHIDI in this field. Due to limit time, there are some inevitable inadequate in this article for the inspection and control to strategy implementation and the assessment to the performance. I hope these problems would be resolved in my research in future. |
