Research On The Government Regulation Of Public Utility Transformation

Along with the speed of the public utilities transforming quickly, the system reformation of government regulation have already been brought into the agenda. The main problems of the current regulation system are: (1) the reasonless setting for the regulation departments and dividing for their function lead to the unbalanced rights and duty; (2) lack regulation ability, transparence and effective means to reduce the regulation invalidation which comes from the information dissymmetry; and (3) lack enough encourage means to attract the professional to undertake the function of public regulation.The system reformation of government regulation is not only to design a regulation organization but also to redistribute public power and social resource. It's so difficult because it involves the deeply reformation and must adjusts the current benefits structure.This dissertation adopts the method of contrast analysis. By analysis all kinds of regulation theories, it considers that the government in the future should dominate the Chinese market economy. And so the government should interfere the market positively, actively, scientific and reasonably to seek the most low cost point for the economy circulates. In addition, on the basis of drawing lessons from the overseas advanced experience, it bring forward a basic frame that involve market admittance, price regulation, franchising, universal service and franchise and this frame is based on the market. Meantime, it involves the setting of regulation organization and lawmaking problem too.This dissertation primarily involve: (1) at present, to the public utility the our government should adopt the regulation policy that combine the regulation and relax the regulation together; (2) on the basis of analysis the mode which the government work the public utility in the transforming, bring forward a basic frame to make the regulation transforming into practice; (3) in the part of market admittance, depended on theory of project assort the mode of market admittance should be different and it's not unchangeable, it will be changed with concrete project or instance; (4) in the part of price, it analyze the mode of RPI-X, and discuss several main problems such as how to increase the transparence of the hearing of witnesses meeting; (5) in the part of universal service, it consider that the government should establish the universal service fund system quickly to adapt to the development of our country's public utility; (6) in the part of franchise, on the basis of analysis the shortcoming of the franchise bid system , it discuss the feasible method to realize the franchise and how to regulation; (7) regarding running water industry of Tianjin as a example, it put forward several suggestions to the government regulation for public utility transforming.
