| Circular economy advocates a mode of harmonious economic development with environment, it demands economic activities forming a feedback process of"resources-products-renewable resources". Its characteristic is low-mining, high using, low exhaust, all substances and energy must be used reasonably and duratively in the nonstop economic circulation in order to reduce the effect which the economic activities brought to environment to the least degree. Circular Economy dispels the long term conflict between environment and economic development thoroughly.Shenzhen is facing four stresses of"difficulty to sustain":(1) Land and space is difficult to sustain.(2)Energy and water is difficult to sustain.(3)The city can't burden the quantity of population.(4)the capacity of environmental carrying is difficult to sustain. So it has very important realistic and strategic significance to develop circular economy in Shenzhen. Songgang subdistrict has great potential to develop circular economy because of its good policy situation, prominent locational superiority, strong economic strength and its improved infrastructure constructions. Study on the development mode of circular economy in Songgang subdistrict will provide elementary advices to develop circular economy and instructional clues to develop economy and protect environment in Songgang subdistrict.This article mainly comprises the following four sections:The first section: Collected and arranged the research of circular economy theory domestic and abroad. Summarized the definition, principle, and characteristic, mainly development modes of circular economy and the barrier of developing circular economy in China.(1)There are four development modes of circular economy abroad: corporation develops Circular Economy itself, construction of regional eco-industrial park, recycle and reusing of waste system of social aspect and social circular economy system.(2)The main development modes of circular economy in China are"3+1","5+1","2+4", systemic impelling for"point, line, surface", building circular economy ecological city, constructing circular industry and circular society and so on.(3)Because the theory and the practice of circular economy aren't perfect now, there are some barrier to develop circular economy in China: corporations and people lack the knowledge of the circular economy, many people misunderstand the circular economy, lack measures to develop circular economy such as law, rule, system, policy, technology etc.The second section: Analyzed the actuality of the economy, society, resource, environment in Songgang by investigating extensively, found out advantages and disadvantages in Songgang subdistrict to develop circular economy.(1)Advantages: Songgang subdistrict has good policy situation, prominent locational superiority, strong economical strength and its improved infrastructure constructions.(2)Disadvantages: Industrial structure is unreasonable, industrial corporations are universal small and most of them are export-oriented corporations that produce labor-intensive products.Songgang subdistrict has a great number of floating population which have low cultural quality, so they have weak sense of belonging and don't concern environmental problem. Songgang subdistrict is short of resources such as water, land , electricity, and has low utilization efficiency on them. Environmental pollution and ecological destruction is serious in Songgang subdistrict.The third section: By associating circular economy theory and practice progress and according to the actuality and development trend of Songgang subdistrict and its superior region, it made the aim of developing circular economy, and studied the development mode of circular economy which has Songgang subdistrict's own characteristics. it summarized the development mode of circular economy in Songgang subdistrict to construct two systems: eco-industry system and circular utilization of resources system, we called it"1+1"development mode of circular economy in Songgang subdistrict. Construction of eco-industry system includes: optimizing and upgrading industry, pursuing clean production, building eco-industrial parks, building eco-industrial network and implementing eco-administration of industrial corporations. Circular utilization of resources system includes: circular utilizing the solid waste, reusing the mid-water and the waste heat.(1)Constructing eco-industry system.①Optimizing and upgrading industry: Making certain the industrial orientation, classifying all corporations to three kinds that are encouraged corporations, restricted corporations and eliminated corporations. Eliminating all the lawless corporations and transfering orderly parts of the unadvanced corporations which don't adapt to the industry orientation of Songgang subdistrict. Promoting upgrade of processing trade corporations from simple processing and assembling to manufacture design, manufacture brand, independent development, integrated service and global operation. Continue to enlarge electronic and information industry which dominated by electron and electric appliance manufacture in Songgang subdistrict. Improving traditional industry includes mechanical equipment manufacture, hardware, plastic, leather, textile, chemistry painting.②Pursuing clean production: Pursuing clean production to reserved industries and corporations, its measures are: government geting division and cooperation to promote clean production, building organization system and technology system of clean production.③Building eco-industrial parks: It should build two types of eco– industrial parks that are reforming existing eco–industrial parks and new planning eco–industrial parks in Songgang subdistrict. The measures of reforming existing eco–industrial parks are: perfecting infrastructure, sharing resources together, continuing and linking industrial chains, integrating system, supporting and deepening. The measures of new planing eco–industrial parks are: choosing corporations, integrating system, designing eco-system of park and considering dematerialization ingredient.④Building eco-industrial network: Electronic industry is the dominant industry in Songgang subdistrict, so following the principles of maximal using resource, enhancing product added value, treating waste harmless and building eco-industrial network of electronic industry under framework of circular economy.⑤Implementing eco-administration of industrial corporations.it includes: establishing management ideology of eco-corporation, choosing advanced and ecological production mode, strengthening environmental administration and environmental construction, pursuing green service and building eco-culture of corporation.(2) Circular utilization of resources system:①Circular utilizing solid waste, it includes: reducing quantity of solid waste in source, building circular utilization system and safe treatment system of solid waste.②Reuse mid-water. Building Yanchuan reclaimed water treatment plant in Yanchuan wastewater treatment plant and constructing mid-water transportation system to provide mid-water to consumers. Surplus mid-water adding the effluent which come from wastewater treatment plant provide to Songgang river, Maozhou river and Loucunriver as eco-environmental supplying water.③Reuse waste heat. Providing waste heat of Jingang power plant and Laohukeng waste incineration power plant to nearby consumers. Reuse waste heat of power plant has two ways,which are central heating and mobile heating.By analyzing the economic benefit, social benefit and environmental benefit to qualitative evaluate integrated benefits of circular economy developing mode in Songgang subdistrict.The fourth section: By introducing into advanced experiences from overseas and associating with actuality of Songgang subdistrict, to make safeguard measures of developing circular economy to guarantee circular economy to develop successfully in Songgang subdistrict, they include organizational guarantee, system guarantee, technological support and social support.By investigating and evaluating economic actuality, social actuality, environmental actuality of Songgang subdistrict to summarized characteristics of Songgang subdistrict and find out advantages and disadvantages of developing circular economy in Songgang subdistrict. This article designed the circular economy developing mode of Songgang subdistrict and made safeguard measures of developing circular economy to guarantee circular economy develop successfully in Songgang subdistrict. I hope it can offer a case to other resemble small towns or subdistricts to develop circular economy from practice of circular economy in Songgang subdistrict, and impel practice of circular economy theory in China sequentially. |
