With the constant development of social economy and fast-paced urbanization in recent years, the population of Beijing is expanding quickly, this situation makes the urban space spread constantly, traffic congestion is terrible more and more, which becomes a bottleneck restraining development of the city economy. In allusion to this situation, the government of Beijing put forward an new model, which is "two axis-two zone- many centers" , and energetically implement transit-oriented development pattern especially railway traffic to promote Beijing sustainable development. Another aspect, our country neighboring country's capital-Tokyo has notable accomplishment on development of railway traffic ,and its population area and density is similar to Beijing. Therefore, to analyze Tokyo railway traffic is very important to Beijing.The paper can be divided into three parts. Firstly, it brings forward question and writing background and significance. Then , introduces that Tokyo orbit transit construction , including construction course co-development model of railway and land , as well as Tokyo government support in financing mechanism and requirements management and railway operators at present. Lastly, it points out that Beijing implements TOD strategy is necessary, but in present Beijing has some problems to implement TOD strategy, then, draw the Tokyo's experience and bring forward the feasible solution.In summary, the paper takes Tokyo railway traffic develops as successful instance, and discusses Beijing traffic sustainable development pattern, it has important reference value and significance.
