Poverty is a global problem, and is the the biggest challenge of human development. China's poverty problem is mainly concentrated in rural. To solve the problem of rural poverty is the most important task in our country. Since the reform and opening up, China has begun a large-scale action of rural poverty reduction. In the past practice of rural poverty reduction, Chinese government implemented a series of rural poverty reduction policies and measures, China's rural poverty-reduction work has made tremendous achievements. China's impoverished rural population constantly decreased, has been reduced from 250 million people in 1978 to 21.48 million people in 2006,and the impoverished formation rate also unceasingly drops,reduced from 30.7% in 1978 to 2.3%, our country's rural poverty situation obtained effective alleviating. At the same time,in the practice of poverty reduction also gradually formed the countryside helping the poor development policy system with Chinese characteristics. But our country's rural poverty-reduction work has only gained the gradual victory. Enters the new millennium, the task of China's rural poverty reduction is very heavy. Our country's rural poverty not only exists previous problems, also appeares some changes,for exemple, the standard of rural poverty is too low, the impoverished population ability can not obtain development,and so on. Therefore, enhancing the impoverished population's development ability become the core of the rural poverty reduction policy in new time. At the same time,in the course of rural poverty reduction policy's implementation,also has a series of problems,such as lacking effective conformity mechanism, lacking effective responsibility the realization,the surveillance and the inspection mechanism, some problems in the using and managing of the fund. These problems has directly affected the effect of the rural poverty reduction policy. Therefore,in order to enhance the development ability of the impoverished people,also in order to solve the existing problems,we must perfect the development policy of China's rural poverty reduction.
