Now how to make our cities healthy, sustainable developed and how to improve the city's comprehensive competitiveness has become the question which is urgently to be solved. In the 1990's, the concept of urban management emerged in our country, which became hot discussion urban constructions. However, the urban management is still a newborn business in China which isn't mature enough. Therefore, there are some errors and problems in practice that are seriously affecting the development of our cities and undermine the economical impetus function.To escape from the strange cycle of the "urban management", we must reform radically in theory and transform government functions completely. Urban management is a new city management pattern, and its essence is to transform the government functions which are the objective requirement and guarantee of urban management. Based on the re-definition of city government functions, the article discusses the transformation of city government functions.Five chapters have been included in the article.
