Economy has been keeping a sustainable, fast and healthy development since China carried out the policy of reform and open- door. As China entering World Trade Organization, it has provided the enterprises with wide market spaces and various opportunities, yet at the same time they also brought along serious challenges. Domestic competition is as fiercely as the outside world, especially on the fields of the decoration which is under the full development at its present stage.China's decoration enterprises, a new group of economy and society, were starting comparatively late with a high starting point and a short history but like a dark horse.The most enterprises, however, will fall into stop or even into retrogression, when they achieve a certain scale. The author thinks that human resources management is becoming a kind of fashion, and the decoration enterprises are facing a problem-human resource management. And there are still many nonstandard and unscientific obstacles in front of the development of the human resources management, especially the strategy management, in our decoration enterprises. The problems talked above are exactly what this text want to solve.Human resources management is becoming a foundation stone and motive force of enterprises management more and more. And fiercely competition asks for a better tailor made human resource competitive strategy to be met with a good devised strategy somehow can decide the fate of an enterprise when facing with external competition. One effective way to cultivate such power is to construct a system of strategic human resource management to strengthen human resource management.In this paper, the fist part of this thesis introduces the strategies on human resources management and relative theories. The second part, the thesis introduces business strategy . And how A decoration enterprise use social resources to create innovative human resource management and upgrade enterprises' market position in the background of rapid development of HangZhou decoration industry. The author has made a deep description of the way about how to make a human resource strategy based on the facts of internal, external conditions and the whole organization strategy, The analysis based is to define the problems thus formulate the strategy.This dissertation analyzes deeply how the company chose and established its human resource strategy basing on competitive strategy and seized the opportunity to actively explore the market to ensure the maximum effectiveness of the enterprise market and sustainable development. And the study is the research on A enterprise developing and implementation of human resources management strategy.Hope thesis could help for the development of decoration enterprises in China.
