With the development of knowledge economy in information age, strategic management not only should not be weakened to enterprise, but need to be strengthened further. Strategic management can be divided into two major parts, one is the strategic choice, and the other is the strategy implementation. These two parts are connected with each other, permeate each other; and play an important role to the forming of enterprise's long-term competitive power. Thus, to make enterprises establish in an unassailable position for a long time under the situation where changes are unusually fast nowadays, enterprise's administrator must coordinate the relation between the strategic choice and implementation. I think, in order to meet the request for development of this era, on one hand enterprise's strategic choice should consider customer's demand as the centre. Only by creating customer's value, enterprise's own values and the staff's value could be reflected, and then has created shareholder's value. On the other hand, in order to implement the strategy relying mainly on customer, enterprise's administrator can set up Strategy-focused Organization (SFO) which can put strategy into effect through balanced score card very effectively. For this reason, this paper will focus to enterprise's strategy on setting-up and enterprise organizing and create reaching contrast of customer's value goal, probe into the relation between them.This paper draws the theme described in terms of strategic management first, namely the strategic choice of paying close attention to the customer's demand and setting-up of SFO could implement strategy effectively. Then it introduces the concept and characteristic of customer's value and summarizes on the relevant theory about creating customer's value and describes the position in strategic management of customer's value. After that, it sketches meaning of SFO and its realistic background and theoretical foundation, basic principle and intention, and briefly introduces the tool of setting-up SFO and the support method to this organization: Integrated Performance Management. Through discussing the basic principle of SFO in detail afterwards, this paper expounds how SFO succeeds in implementing the strategic objective of creating customer's value in the whole enterprise. In the end, it proves the concrete steps of setting-up SFO based on creation of customer's value through coming to use Integrated Performance Management, carry out the basic principle of SFO in enterprises through five courses and eight components.
