Research Of BSC To Public Sector Performance Evaluation

The performance evaluation is appraised as an important key in management, has received extensive concern and application in studying and practice, firstly this article analyses the development of the performance evaluation, summarize four stages of the performance evaluation, combine the theory of performance's four stages it base on the BSC to propose the trend of the development of performance evaluation. And then this article explained the development on the study and practice the performance evaluation of public sector both at home and abroad systematically, especially on the U.S.A, Britain and Australia, analyse the similarities and differences in the practice of performance evaluation with each country, at the same time study correspondingly on the research and practice of performance evaluation in our country. On this basis, we give the concept of the performance evaluation in the public sector. And introduce several kinds of representative performance evaluation modes of each stages, through the study to the public sector's current situation and existing problems of the performance evaluation, on the basis of systemic analysis and compare we propose the model that based on the BSC as the performance evaluation of the public sector. And then, we introduce the application of the performance evaluation in the public sector systematically, and improve the BSC. And then we express the performance evaluation of the public sector which based on BSC by mathematics, then regarded fuzzy mathematics as tools and done treatment of melting to the BSC fuzzily, and this paper will adopt Hamming Distance formula to fuzzy deal with the qualified parameters of BSC. It optimizes the content of BSC and brings the fuzzy evaluation into BSC based performance evaluation system. Finally, this paper put forward the system of public sector's performance evaluation which based on the BSC, by combining the real example and carrying on research.
