A Study On Land Development Usage And Planning In Hedong District, Tianjin

To completely build a well-to-do society, this article presented a higher requirement for the secure control on land resources. But, how to effectively use the land as unique major capital and resources in this city will be one of key elements to achieve'three steps to go'in He Dong District. In fact, the land having been administrated by government but a few of numbers already is used to be important resources for macroscopically controllable tool. Scientifically using and planning the land resources in He Dong District to obtain reasonable and high effective comprehensive benefit, in progress to ensure continual development of social economy in He Dong District, is the main research subject of this article.Firstly, this article analyzed the theoretic foundation of the plan using land, base and principle, and then shortly displayed the method and progress of the plan using land. Joining to the task of《drawing of"Eleventh Five-year Plan"of using land for national economy and social development in He Dong District》, it summarized the content of the using plan of land suitable to urban district, and completed careful discussion for the possible continuing of exploiting and using of land which is also called the main axis going through the using plan of entire land.Completely adopting the relative results from civil plan of land, analyzing and evaluating the situation of resources of land in He Dong District, pointing to the problems such as current facing pressure of increasing population in He Dong District and the low using of land, depending on the guidable policy drew up for the requirement of development in He Dong District, also based on the careful judgment made in period of time to the economic development of district in He Dong District, this article presents suggestion to make adjustment for conformation and distribution of using land, as well has made developmental outline for exploiting and using of land with various applications. Especially, it presented to realize three-dimensional exploiting of land and developmental framework of using land that is currently over the control to increase constructive volume rate of district land, the plan of district administrative center and so on. At the end of this article, it shortly introduced the function of information system of administration of land resource in He Dong District, its motion and maintenance that were already carried out, in order to guide people to develop in the direction of digital and information of reasonable distribution of land resources.
