To a corporation material purchasing is the key process of controlling the cost roundly, increasing the efficiency and strengthening competitive ability, for it is the beginning of manufacturing activities of a corporation, and it will affect directly the cost and gain. With the development of socialistic market economic, the market is becoming complex, which includes seller's market and buyer's market. The materials purchasing work of enterprise is facing many new problems. The problems such as making purchase strategy, selecting suitable supplier, constructing cooperation alliance, reducing the purchase cost etc, have becoming the realistic problems that the enterprise management have to face presently. Strategic purchasing and supplier management is becoming an effective method against market risk and reducing cost, and it conduces to acquiring continuous competitive predominance by distinguishing purchasing resources in macro-scope and founding the best supplier system and strategic partnership. Many scholars have studied them widely, but most of those studies localize theories and give very limited reference as to using them to guide corporation practice.Based on its actuality, this paper analyses the existing problems in the purchasing and supplier managerial issues of Jiangsu Telecom Company Limited by applying purchasing and supply chain management theory. Then this paper points out that re-designing and modifying the supplier management mode of Jiangsu Telecom Company Limited are very necessary.Firstly, this paper analyze and draw lessons from the foundation about the theory and method achievement that a domestic and international supplier selection in an all-round way, have carried on the systematic discussion to supplier's selection and evaluation theory, then build supplier and selection and evaluation index system, evaluate supplier from quality, production capacity, technological ability, enterprise's performance, cooperation and compatibility five respects. Then, using the model and on the base of Fuzzy Analytic Hierarchy Process method, this paper evaluates and selects the most suitable suppliers for Jiangsu Telecom Co.Secondly, aims at the existent problem in supplier quality management and control of Jiangsu Telecom Co., this paper advance the new estimate way of the supplier quality management and control.Thirdly, this paper reclassifiess the material purchased by Jiangsu Telecom Company Limited applying the supplying segmentation model. From the dimensionality of material supplying market's risk and the dimensionality of material's worth, this paper classes the material purchased by Jiangsu Telecom Company Limited into strategical material, bottleneck material, lever material and common material.Fourthly, this paper classes the suppliers into strategic supplier, bottleneck supplier, lever supplier and common supplier.
