Against the background that state-owned public utilities have been unshakably monopolizing the public utilities market at present in China, the main intent of the thesis is to explore the appropriate ways of making privatized public utilities melt into the market competition smoothly and maximizing its supply effectiveness and supply benefits, without straying from the target of public interests. Under the condition of insufficient supply, high running cost as well as insufficient financial subside of state-owned utilities, it would be extremely important if we could find approaches of solving the problem of effective supply of the privatized public utilities.The thesis is made up of the following three chapters, applying the theories of regulation economics and public administration to analyze the topic:The first chapter introduces the relative definitions and background knowledge of privatized public utilities, and expounds nine kinds of development modes and eight kinds of running business fashions of privatized public utilities of China in detail.In the second chapter, I apply governmental regulation economics'theories to emphatically expound the ways of regulating the privatized public utilities of China. What was especially emphasized is the feasibility and practicability of regulation patterns.By way of utilizing regulation economics theories, the third chapter states that people must carry out anti-monopoly and deregulation on privatized public utilities if they want to achieve the aim of effective supply.The conclusion of the thesis is that if we want to achieve the effective supply of privatized public utilities, in addition to appeal to the measures discussed in the thesis, the government itself must really delegate power to lower levels and reduce its own interests, drawing a clear distinction between the responsibilities of the government and those of enterprises, abandoning the state of mind of"economic man"and strengthening the laws construction. Because in China, the essential element for determining the success or failure of privatized public utilities depends on government itself.The most distinguishing feature as follows: more economics theories (regulation economics) as dominance and less administration science theories as supplement are used to analyze the topic.The original contribution of the thesis is the parts of risk regulation and of agent corruption regulation, which both are important and have always been ignored by the privatized public utilities. In addition, the thesis sums up the latest regulation theories, which enable the whole essay reveal strong capability of theories and operation.
