Anti-dumping against China not only influenced China's economic development, but also harmed the development of its enterprises. It's a hot topic in law circles and enterprise sectors that how to account for the growing intensely anti-dumping charges against China, however, there is not much research of this problem in public administration circles. The thesis tried to study the problem from public administration and economics perspectives. The author would explain why the government has important function in accounting for anti-dumping charge, beginning with the analysis of public goods theory; then, emphatically expounded three roles: steering, regulation and service delivery that government should play and their implementing approaches.The thesis is composed of four parts: the first part analyzed the causes of the growing anti-dumping suits against China externally and internally. The second part discussed why the government should exert its functions in accounting for anti-dumping based on the analysis of the attributes of accounting for anti-dumping. The third part expounded scope of government roles and their implementing approaches in accounting for anti-dumping. The fourth part explained the role of government in accounting for anti-dumping with the case of Anti-dumping against shoes made in China by European Union.The thesis deeply analyzed the definition of role of government in accounting for anti-dumping and its implementing approaches and advanced author's own opinions. Meanwhile, it has some reference values on strengthening the government role in accounting for anti-dumping, preventing and reducing the harm of anti-dumping. For the difficulty of the proposition and author's limited scholar level, the research of this thesis is inevitably tentative and does superficially, the further study need to be done in the future.
