India is the most frequent anti-dumping using country, while China has been the biggest victim of anti-dumping in the world and the main target of India. As two biggest developing Asian countries, the importance of differences in the issue of anti-dumping between China and India must be attached us.Firstly, through the research of the status of Sino-India anti-dumping symmetry, we find that China’s international status in foreign anti-dumping is far lower than India, in anti-dumping is far higher than India. India’s foreign anti-dumping exhibit and retaliation discrimination is more obvious, at the same time the ability of enterprises responding to anti-dumping is far better than China. China is the opposite. The development mode of export-oriented economy makes the degree of dependence on foreign trade much high and the rapid development of the economy have caused more trade friction, especially in the post-crisis era, China is always the main target of anti-dumping. At the same time the intensity of Chinese anti-dumping is much lower than Indian. The fact that the degree of industry concentration of anti-dumping is very high shows that the ability of China’s overall foreign anti-dumping is rather weak. Then we use foreign and anti-dumping investigation database between1995-2011, establish Poisson panel count model and make the empirical research on the top ten countries related to foreign and anti-dumping. Research shows that:(1)From the view of anti-dumping, the important influence factors in Chinese anti-dumping asymmetry are high export concentration, insufficient foreign anti-dumping retaliation,"non market economy status" and the rapid development of economy.(2)From the angle of foreign anti-dumping, China and India have the same anti-dumping preference, but through comparing their coefficients, we can find that India has gradually replace the tariffs with anti-dumping as a powerful tool,while China makes some effort in use of anti-dumping only after financial crisis but little.Based on the conclusion of the study, we suggest the government should pay more attention to the balanced development of trade, actively use WTO rules to improve the ability of self-protection, increase ability of anti-dumping retaliation and strive for market economy status in a wider range of recognition.
