The paper issues on the five times speed-up of China existing railway, and evaluates social benefit of China existing railway scientifically, through qualitative analysis and quantitative analysis, so as to provides some policies and suggestions for the coming sixth speed-up of China railway.This paper is divided into three parts totally to carry on the analysis and evaluation. First of all, it elaborates the background and strategic function of China railway speed-up, and makes introduction and generalizes the actual of social benefit and evaluation methods. The second part according to the correlative research, combines the fuzzy set theories with analysis hierarchy process (AHP) and does some betterment to the AHP. It finally selects and summarizes the fuzzy hierarchy analysis on the basic of fuzzy comparison matrix. In the third part, the paper analyses the meaning of social benefit of China railway speed-up, selecting 27 indices from macro, meso, and micro hierarchy, accomplishes the evaluation social benefit of China railway by using the fuzzy hierarchy analysis and points out the social benefit of China railway is fair obvious. In the end, on the basic of evaluation, this paper provides some suggestions on the coming sixth railway speed-up.The paper does some efforts in the following aspects: in the evaluation mode, it combines the fuzzy set theory with AHP, and uses the fuzzy comparison matrix according to the related research; in the evaluation indices selection, it uses 27 indices from macro, meso, and micro hierarchy to describe the social benefit totally; in the comments and parwise comparisons of indices, it roots in Delphi method. It is perhaps worthwhile to utmost overcome the subjective of the evaluation method and provide some reference for the social benefit evaluation of some public projects in this paper.
