The characteristics of high-speed railway construction projects include participation of many subjects, high construction standards, technical complexity, long construction period and so on. It has significant impacts on investment management of high-speed railway construction projects. These characteristics result in features of investment control: large-scale formation, process control, etc.The paper uses a variety of methods, including document analysis, expert surveys, field interviews to research on risk factors for investing in the high-speed railway construction project and forms a more complete risk identification processes. Based on the results of risk identification, this paper built a risk index evaluation system about high-speed railway investment control. It is the basis of risk assessment and analysis. Then, it uses risk assessment questionnaire to analysis risk factors.Combined index system, fuzzy AHP and fuzzy network analysis, this paper established a hierarchical structure model and fuzzy network structure model. F-AHP and F-ANP combine AHP, ANP with fuzzy comprehensive analysis and evaluation to assess risk factors. In the calculation process, Fuzzy analytic hierarchy process uses the proportion of discrete scale. Fuzzy network analysis uses triangular fuzzy numbers. In the empirical analysis, this paper uses two methods to analysis the data, which are collected by questionnaires. Then, it puts forward different measures for the different stakeholders. |
