The construction project is an item of quite complex systems engineering, its implements is bound by resources, we must draw up the reasonable, feasible schedule plan to guarantee the project finish on time. After the network plan technology based on PERT/CPM application for many years, it has obtained some successes, reduced the period of the project, but still has some flaws in plan function.This paper draw the Critical Chain Technology based on Theory Of Constraint to make the network schedule plan, promote the resource constraint to activity logical relations with the same level, indicate to replace the Critical Path by Critical Chain. Firstly analysis the uncertainty of Activity Duration, optimize the Critical Chain under the single resource on the base of guarantee the completion probability of the period of the project, then determine the priority of resource allocation by Grey Relation Analysis, build the Critical Chain Schedule Plan Model and optimized, meanwhile, deal with the resources under the Multi-Resource with Fuzzy Mathematics and build the Balance-Optimize Model, finally, the method is applied to a project. The result indicated that, it can really reduce the period of the project, truly discriminate the Critical Activity from the Non-critical Activity, also is favorable for reducing the cost of the project, drawing up a reasonable,feasible schedule plan.Based on the predecessors' research, This paper give improvements on the issue of the cut of Activity Duration of the Critical Chain Schedule Plan,The Buffer establishment,the optimization of the Critical Chain Schedule Plan under the Multi-Resource and Balance-Optimize, and so on, by using the basic principle and method of Project Time Management, it is favorable for decision maker to improve the resource allocation, make a reasonable plan, and control the project progress accurately in implementation, guaranteed the project finish on time , thereby achieve the goals smoothly.
