As the industrialization of the society has been raised step by step, study to the risk has been done deeply. In the last ten years, engineering project has developed rapidly in scale, complexity of technology, fund and resources. The risk of project magnified increasingly. Risk management of engineering project has formed perfect and more systemic theory system.Entropy is the powerful tool of the uncertain research question, at the same time, the engineering project characteristic is carried on under the dynamic and indefinite environment. Therefore it is completely accorded with the characteristic of the management decision-making and the entropy theory that the entropy theory is applicated in the engineering project investment management decision-making. The author, trying to employ entropy theory to the engineering project investment risk decision-making research, would like to carry a study from a new angle to the engineering project investment risk decision-making in the article.We found that the conclusion obtained is often inconsistent when we use the different principle to measure the investment risk decision-making through analyzing the tradition investment decision-making risk method, this also is a starting point of the entropy fundamental research in the article. After entropy decision-making was introduced in the fourth chapter, we looked forward to settling the problem that distinct conclusion was obtained when we apply different index.In order to conduct the research to the engineering project investment decision-making risk, we have first summed up five kinds of risks which were faced during the engineering project investment decision-making, then analyzed the factors that will lead to each risk, on the basis of this, we constructed the engineering project investment decision-making target system in the third chapter. We built entropy decision-making model in the fourth chapter. In the fifth chapter we validated the target system and entropy decision-making model put forward in the article through the decision-making case of Tianjin urban construction tunnel Engineering Co.Ltd in the collocation scheme of Tianjin city to binhai new developed area speediness railway traffic project, and we gained a satisfactory outcome. Finally, we summarized and put forward the problems which are required to consummate or solve in the sixth chapter.
