A Research On Agriculture And Livestock Husbandry Extension Systems, Service Efficiency And Restricted-elements In QingHai Province

With the establishments and perfection of socialism's market economics, the agricultural systems formed under planning economics is gradually unfit for the demand of agricultural market development, facing with series of challenges. How to reform and create the present agricultural extension systems, as well as enforcing agricultural extension systems has became the concerned spot of our agricultural development.This paper based on the rural development program—returning livestock husbandry to grassland in YuShu County, Qing Hai province. through the investigation and using the way of PRA. such as collecting second-hand information, questionnaires ,key informant interview, matrix ranking, organizational chart, individual talk to know about the program's implement, benefit and problems, and then carry on the general analysis in the way of participation. During the analysis : the up-down extension system has changed the farmers' behavior because of the government's intervention by the means of politics, economy , law and soon ,so the program comes to its anticipative .Result as it plans. However, At the same time, it is found that there are so many restricted elements that affect the efficiency of extension service work. After the analytic conclusion, the restricted elements in the agricultural extension service work of Qing Hai province are following: the up-down extension system make extension work act as the government behavior rather than the farmers', most of farmers are inculcated passively, The poor work condition and low treatment make the extension processions unstable and they can not competent for present work because they are lack of knowledge renew for along time ;The varieties of structure function and the lack of emphasis; The management structure of agricultural extension organization is not smooth and the function of the extension has impaired; The shortage of funds can not guarantee the daily duty go with a swing; The farmers are not to change the present life situation for they have received the idea that action is affected by psychology; Their low cultural quality make them difficult in the learning the creation, and the bad natural condition and the obstruction of information hard to them; Between the extension workers and the farmers, there is only communication in the single way rather than mutual promotion; The religion and traditional ideas affect the efficiency of extension service work. The poor life of farmers can not allow them to put abundant money into the creation campaign, the education, research and extension separated from each other and don't form a whole advantage.Since the low service efficiency in the agricultural extension work in Qing Hai province. My suggestions are:First: The agricultural extension should establish the extension system which concentrate on the farmers and pay a attention to improving the farmer's acceptable efficiency. That means the agricultural extension system which is guided by government policies should be undertaken revolving around the farmers.Second: To actively probe and speeds up the innovation on agricultural extension systems. and improve the diffusive efficiency of extended organization the promoted proliferation efficiency of extension mechanism. The concrete manifestation for straighten out exiting pushes the export commodities fair organization the function, the solid administration, the matter, business separate.
