Research On Industry Innovation System In Chinese Railway

Building an innovation-oriented country is a major strategic decision of Chinese government, which is made based on the objective needs of current economic construction and social development. The Chinese government proposed the requirement of enhancing independent innovation capability in the "11th Five-Year" plan; furthermore, for the first time, the Chinese government explicitly indicated the requirement of "accelerating the development of railways" in this five-year plan. In such an innovation environment, the railway industry should as soon as possible establish a technique ensuring mechanism to meet the requirements of the leaping railway development, and explore a railway-specific technique innovation road which is adapted to the leaping development. I choose China Railway Industry Innovation System as my thesis topic to conduct an in-depth research on the innovation issues in the railway industry, from a systematic perspective. Based on the global theoretical studies of innovation system, the paper clarify the conceptions of industry innovation, innovation policy, and industrial innovation system; and then establish an operating framework of the industrial innovation system, which including the promoting and feedback relationships among these three conceptions. Adopting the upper operating framework, contemporary issues such as the railway industrial innovation operating mechanism and the collaboration of innovators are analyzed. Through the analysis, the paper objectively and comprehensively illustrate the overall innovation development of China's railway industry, and shed some lights on the promotion of the innovation and steady development of China's railway industry.
