With the continuous deepening of economic globalization, market and resource constraints become more severe. This ongoing competition between different regions are becoming ever more intense. Faced with such competition, "Central of Zhejiang Province Urban Agglomeration" has been facing double constraints: one is the lack of overall economic strength, that the scale of development is too small, in terms of administrative divisions —the economic development of Jinhua City has lagged far behind in Hangzhou, Ningbo, Wenzhou and other cities. So jinhua is not at the same level with Hangzhou, Ningbo, Wenzhou etc; the other is the internal power game. As Yiwu, Yongkang, the economic rise of the cities, Jinhua City lost predominance and posed a challenge, inducing unable to form a natural result of internal efforts to participate in external competition."Central of Zhejiang Province Urban Agglomeration" constraining economic and social development of many reasons for these double constraints, such as location, administrative machinery, industrial patterns and cultural foundations, which is of the utmost importance to any one of these reasons, but for some reason, from the cultural perspective, we have chosen to explore the reasons of "Central of Zhejiang Province Urban Agglomeration" plunging such a passive situation and the measures go beyond generating mechanism.
