China has become the largest targeted country for Korean investment since 2002, the flock of which has brought lots of advanced technology and management system, and has boosted the development of the economy. However, aiming to promote their industry structure through direct investment to China, investment is concentrating on the labor-intensified industry with low technology and value-added. In addition, Korea has regarded Chinese industry as one sector in its vertical labor-division system. And in different areas of China, the situations are different.This thesis firstly makes a summary of the research contributions of the scholars worldwide in the field technology spillover. In this background, it makes a qualitative analysis of the technology spillover of FDI from Korea on the aspect of competition effect, demonstration-imitation effect, linkage effect and training & human-capital moving effect, and the conclusion is that the spillover has been induced little from Korean investment. And then a production function is designed as an econometric model to make a regression analysis of the related data of Heilongjiang province. It arrives at conclusions as follows: Korean technology spillover from FDI has produced remarkable negative influences in Heilongjiang economy, which gives a strong support for the qualitative analysis. Finally on the basis of the conclusion made as above, the thesis provides some suggestions for policy making of Heilongjiang province. The Korean companies should be treated as national citizens, and should be encouraged to invest more in the R&D. Good protection for their intellectual right should also be guaranteed. Meanwhile, the authority should offer good policy for domestic companies to innovate, and improve their capacity for absolving the technology brought by Korean companies so as to induce more spillover.
