The problem of city distribution based on the third party logistics was investigated in this paper. With the development of economic globalization, international trade has the more and more important function. As the foundation of international trade, the logistics industry has a good development. The logistics industry also is compared to" accelerator" of promoting the development of economics. As"the last one kilometer"of completing the international logistics, activity of city distribution have already become a hotspot of studying the micro layer in the international trade and logistics system.Firstly the current development and the relevant facts of the modern logistics and 3PL were discussed, then their disadvantage was analyzed, based on the supply chain theories,the logistics integration theories,the benefit logistics and nimble logistics theories, some improve measures of city distribution were summarized. Some key techniques in developing information system of city distribution enterprise, such as GIS development technology,vehicle route optimization technology,moving position technology,FRID technology and their application in logistics were analyzed then. The information system development of Hunan Baisha Logistics ltd. was taken for example to give the information solution of city distribution enterprise. The demand analysis of information system of city distribution enterprise,the module design of soft system function,the ways of hardware integration and software development were included. This paper give the information solution of city distribution under the 3PL, and obtained result is of great importance to increasing the informatization of city distribution enterprise, it is also valuable for the improvement of integrating distribution resource and work efficiency in the city distribution enterprise.
