This essay is a research of the incentive system of Jilin Communication Corporation. As a basic telecom operator with over ten thousand employees, Jilin Communication Corporation is now facing such problems as nerveless business increase, market share decrease, employees'lack of confidence, and resignation of large amount of cadre, which are all owing to the government's policy of splitting and reorganization of telecom business and to the prompting of conflicting market. In order to solve these problems, the executive team has to establish an effective incentive system so as to inspire employees'enthusiasm and creation and to increase the corporation's attraction and solidarity.Jilin Communication Corporation develops from former Post and Communication Administration Bureau which adopted government-enterprise combination mode of planned economy time. Therefore, the incentive system of the corporation unavoidably has the characteristics of planned economy, and various incentive measures do not combine into an organic system.Based on Moslow's Hierarchy of Need Theory, Herzberg's Motivation-hygiene theory and other modern motivation theory, this essay introduces the basic structure, key points and contents of the incentive system construction in Jilin Communication Corporation so as to solve the problems in its current incentive system.In order to make the incentive system work, a basic job should be done which is to plan and analyze the posts inside the corporation in a scientific way so as to insure the fairness of the evaluation of all employees.
