Philips Semiconductors Guangdong Co., Ltd, is a manufacturing firm, which is wholly invested by Philips Semiconductors in China. Its formal production was started from Sep. 1, 2000 and mainly for the assembly and testing of discrete semiconductors including transistors, diodes and sensors.As it is clearly defined as a cost center, the capacity increases steadily at high speed with cost reduction step by step. So far has a capacity of over 10 billions devices per year. Speed up the line transfer and upgrading the existing assembly lines is the major way to expand its capacity.In this paper, at first, we did deep analyze the problems of the 1st stage of the DD Matrix assembly line transfer and conversion project. With the help of the Project Management methodology, we fixed the root cause of the 1st stage failure and re-designed the tasks, clearly defined the target and responsibilities, set the milestone tasks, WBS and the detailed progress plan, carry through dynamic process control and risk control. Meantime, we designed the overall project appraisal to ensure all the processes are in a scientific control and continuous improvement. Through the redesign the project, we can reach our target on time and on quality with less influence on the normal production. During the practicing, we tracked the processes and results strictly and got the feedback to adjust our control dynamically.During the DD Matrix assembly line transfer and conversion projects, an independent conversion team was set up with the internal human resources, focused on the project to make well control of the progress, quality and cost. Meantime, to give good training to all related project members on new technology and skills. We hope to introduce the project management methodology to shorten the lead time and ensure quality with less influence on normal production. Also with the project management knowledge application to improve the manage efficiency and effective.
