Research On The Risk And Countermeasrue Of Debts Of The County And Countryside Governments Of Anhui Province

The finacial risk of the local governments embodies mainly in the risk of their debts. Since 1990s, the county and countryside governments' debts have tended to increase and enlarge in Anhui Province. A great number of the county and countryside governments' debts have become a dangerous element which blocks the developmentof Anhui Province's economy and society, seriously influences the provincial economy security, social stability and the sustainable development of the finance, and attracts the attention of party committees and governments at all levels. This thesis makes a deeper analysis of the characteristics, the present situation of management and the reasons of the county and countryside governments' debts, carries out a research on the systematical root of the forming of the county and countryside governments' debts. Then using the management methods of other countries' local governments for reference, it brings forward seven countermeasures of settling and keeping away the risk of county and countryside governmnets' debts. They are: the first is to ascertain train of thought and have a clear target; the second is to establish perfect management system and risk control of the county and countryside governments' debts; the third is to fasten the reform of the administrative management system and convert the government's duty; the fourth is to make the financial management system perfect further; the fifth is to divide reasonably the authority and duty of management of the debts; the sixth is to develop practically the ability of self-development of the county and the countryside areas; the seven is to establish a complete and scientific check system on cardres. These countermeasures have instructive significance for solving the the country and countryside's debts of Anhui Province.
