Recently, the stability of local finance is a prerequisite for a financially stable country, With China's socialist market economic system implemented, China's economy has developed rapidly. However, local governments in the development process have also accumulated some implicit and explicit debts。At present, the total debts of local governments have a low level of transparency in the some aspects such as structure, utilization and so on. What is more, the lack of effective and reasonable regulation exited now, these issues bring many problems to the debts of local governments, which conceal many risks. Moreover, owing to some reasons of In-system and outside-system.The debts of our local governments raise a great deal of process effects .Nowadays, the debt issues have become a major hidden danger ,which constrains domestic economic and social development. If these debts are not prevented timely, China's central financial system will be kidnapped. as will not only affect the normal operation of the local financial ,but also influence the entire country's financial security and social stability. Therefore, the central government and governments at all levels should pay much attention to the local governments debt issues in china. If the debt issues of local governments in China are not prevented positively and are not promptly resolved, they will threat seriously China's sustainable development. Therefore, it is necessary to analyze the composition, current situation, the causes of local debts and some other aspects, and put forward the corresponding measures to nip in the bud. Firstly, this thesis starts from the definition of local debt. Secondly, it aims to analyze the causes and characteristics of local government debts in China, and take warnings from the experience to resolve the debts of local governments in U.S. and Japanese.
