Research On Customs Risk Monitoring Target System

As the constant growth of Chinese import and export trade volume, the duty of customs supervision is becoming more and more heavy and arduous. Under limited human resources condition, the only solution to settle the contradiction between trade convenience and the strict supervising lies in the application of the risk management theory in customs, dealing with the specific risk monitoring analysis and emphasizing the key point of customs supervising. In this way, the limited human resources will be put into the supervising of high risk enterprises. Therefore, designing a better risk monitoring target system is then being brought up on the agenda.This paper introduces the development of the risk management in customs both domestic and abroad. The paper also tells us the risk monitoring methods in the China Customs' supervision on import/export enterprises. Selecting the experimental issue of General Administration of Customs of P.R.China as an opportunity, and choosing the processing trade enterprises as a breakthrough, the paper formulate the risk monitoring indexing set on the enterprise of processing trade. Supported by H2000 data source server, by using ACCESS/SQL server indexing tool, Delphi and factor analysis methods, the paper gives the way of building up risk monitoring index system in Dalian Customs, which can easily find out the risk enterprises in the supervising areas. The system performs an important role on the pre-warning, control and presentation of customs on-site supervision.The innovation of the paper are introducing the idea of risk management and risk monitoring indexing system which reflect the characteristics of the Dalian Customs. The system can supervise any specific enterprise, and thus resolve the contradictions between the growth of trade volume and the limited customs supervising abilities. The paper will play an important reference role on the other research in the area of customs operations.
