Economic affordable house is a policy commodity house with welfare that the government provides proper policies for and whose construction standard, purchaser is the families with medium and low income and sales price are given by government. As an important ingredient of the multi-level providing system of houses in our country, the execution of economic housing policy is significant action which deepens the cities housing system reform in our country. It has the important influence to solve city hierarchy with medium and low income, and restrain the housing price with the rapid speed, and maintain social stability, and promote the national economy development.However, the research on the present situation of Xi'an economic affordable house shows that its development existence many questions such as supply and demand not balanced, "economy and appliance" not suitable, purchaser difficult to control, and so on. In the foundation of thoroughly analyzed the reasons which was produced, paper put forward reasonable recommendations for Xi'an economic affordable housing policy. It has certain reference value as to strengthen supervision of the Xi'an economic affordable housing for Xi'an government.By comprehensive researching the price of Xi'an economic affordable house, the paper find the price of many project exceed the affordable ability of families with medium and low income. Thought government drew up guide price by examining and approving price, the price was not controlled effective. By researching the present procedure of examining and approving price, author point out it's defect, and use appraisal theory of real estate to improve the method of examining and approving price. The paper establish model of optimizing control method, and use example to verify.Directed toward the requirement of restrain economic affordable housing price, the paper put forward suggests for the rational site selection. Meanwhile, in order to improve the ratio of performance of price, the paper use value engineering and AHP to establish model, and apply it to appraisal and optimize the design schemes. It has certain reference value and actual significance for the development of economic affordable house.
