Abstract/Summary:
Public goods in this paper are those that are closely related with villagers such as road lamps, paths, mini-irrigating facilities, etc. which are characterized by common pool, not large -scale public articles dominated by government such as water, electricity, road, etc. Applied in the management of such public articles, as an efficient self-governing activity, self- organizing and self-managing directly show the needs of cooperating groups, and overcome both low efficiency of government pattern and unfairness of market pattern, thus becoming an ideal management pattern in supplying of such articles. However, in practice this pattern is easily trapped in the dilemma of collective activity. As a result, it is of great significance to study the successful cases, analyse the cooperating process and find a way to get out of the dilemma.Based on the theories of self-governing, collective action and social capital, this paper analyses Zhanggao villagers voluntarily successfully constructing road. Two problems are discussed: Why and how the villagers' voluntary cooperation happens. The first is about stimulating mechanism and the origin of cooperation and the other is about the behaving capability of self-governing.Through an analysis of the above two problems, it is found that unitary cooperating concept and co-behaving capability are two aspects of voluntary cooperation, and only after overcoming the origin of the two problems will voluntary cooperation happen. In this case, the villagers' voluntary cooperation concept stems from their shared interest and their co-behaving capability from the stimulus of capital, villagers mutual motivation and the third party's support. First, from the perspective of social capital, steady mutual trust is the basis of voluntary cooperation, esp, village elites and the net formed around them play a key role in it. Second, from the stimulus perspective, personal feelings, facial concept also accelerate the cooperation. Taking actions for the sake of face on one hand will limit lifting on one hand and on the other hand motivate the village elites to organize the voluntary activity. Third, from the perspective of the third party's role, identity of the village elites and support from villagers reduce cost and the political risk in organizing, providing legal and reasonable external support for cooperation.
