With the rapid development of Information Technology & Knowledge economy, the employee diathesis becomes the core factor for enterprises development and competition. It is the keystone for human resource management that to improve the human resource ability and promote employee ability. The matching relations with employee and position and organization are more dynamic. It is becoming the focus question by the investigators and managers that how to get competition advantage from human resource development and management, especially how to evaluate correctly to the employee diathesis. Lately, competency research provides a new way to settle the question and promote the traditional human resource management change to strategic human resource management.At present, it is incomplete for telecommunication enterprises to choose, cultivate, examine and evaluate employee. It is ordinary that the waste of human resource. China Netcom (Group) Corporation Ltd. Shandong Branch should build human resource management system and accelerate the system with modernizes scientific and standard method. It should put forward Competency model to form the scientific Competency model solution. The new management model can build the frame of human resource management to realize the enterprise's value by the management of people. The paper discussed the theory of competency and the usage of competency in the enterprise management. It set forth the meaning of competency and analysis the importance of human resource management on the basis of competency. The paper uses the comprehensive method of theory and practice combination with gathering materials to summarize the experiences in the development and usage. It uses the qualitative method to lay out the Competency model development and applied solution and the human resource management frame at the basis of competency model.The paper is composed by five chapters. Chapter 1 Preface presents the background, significance, structure and method of research. Chapter 2, it put forward the concept, characteristic, composing of Competency model and the flow, method, key point to build competency model. It still compared the human resource management at the basis of competency and the traditional human resource management. Chapter 3, it reviews the attempt of China Netcom (Group) Corporation Ltd. Shandong Branch in the competency model and presents the structure and main points of competency model., including competency appraisal, the usage of competency model in the position analysis, employee selection, training and development, performance management and stimulating, career lay out, human resource management. Chapter 5 gives the solution and suggestion.With the study and practice of competency, the new human resource management model at the basis of competency will strengthen the core competition of enterprises. However the usage of competency model in the human resource management is underway in China. It still exist many improvement in the strategic research. The enterprise should according to the demand, finance situation to select the competency analysis. The paper suggest select the important position in the managing value chain to make the competency analysis that can reduce the loss and risk for the incorrect person locating in the key position.The paper summarize the competency theories to develop the competency model of China Netcom (Group) Corporation Ltd. Shandong Branch and construct the structure of human resource management at the basis of competency model. It has the reference infection to the practice of human resource management at the basis of competency model and to improve the enterprises' competition.
