Evaluating Independent Innovation Capability In Chinese Railway Industry

Since 16th National Congress of the CPC, central government has suggested the significant strategy of building a country based on innovation, and pointing out that we should make great efforts to improve the ability of original innovation, integrated innovation and re-innovation after import, digestion and absorption. As the important infrastructure of country and the main artery of national economy, railway industry must be determined to put this strategy into effect and improve capability of independent innovation, which is the basic requirement to resolve the contradiction between transportation and development of economy also need to improve it. We should have a deep understanding and objective valuation first on the capability of independent innovation of Chinese railway industry in order to realize the target.This paper first recognizes the essence of the capability of independent innovation by analyzing its hypostasis and forming process, and then redefines the concept of independent innovation capability to adapt the requirements of evaluation. Afterwards, the paper builds a framework evaluating independent innovation capability from the essence and characteristics of Chinese railway industry based on the evaluating index system came from the National Bureau of Statistics. Thirdly, the thesis set off factors which reflect the capability of independent innovation as four aspects, potential independent innovation resource, independent innovation activity ability, independent innovation outputting ability, and independent innovation environment. Afterwards, this article confirms the evaluating index system based on four principles. Then the paper analyses all of the index with method of statistics and factor analysis, and reveals the trend and current situation of independent innovation capability of Chinese railway industry in 10 years(1996～2005). Finally, this thesis comes up with some measures and suggestions according to the defects of independent innovation capability of Chinese railway industry at present.
