Trade Facilitation: Progress, Effect And China's Strategy

With the rapid development of trade liberalization, it has become more important to remove the obstacle of trade barriers and element over boundary, facilitate business procedure, reduce business cost, increase trade efficiency as well. Building up a high-effect trade facilitation system already becomes especially important. From the angle of developing country, this paper mainly studies the progress and effect of trade facilitation, strategic choices of China theoretically and empirically, especially by qualitative analysis.This paper has four parts, researching on trade facilitation under the background of trade liberalization and focusing on the progress of negotiation on trade facilitation. As to China's strategies, firstly, our government should attach greater importance on trade facilitation, strengthen the academic studies on trade facilitation, promote the multilateral and regional negotiation, and actively participate in the process of formulating and implementing policies. Secondly, we should reinforce our construction of system and capability, which consists of predigesting customs' procedures, improving the efficiency of management and transparency, increasing the infrastructure input, improving the network of information and telecom, pushing the development of e-commerce, reforming financial service, solving the problem of standardization and consistency, facilitating the flow of business people, consummating the legislation, improving the qualification of related professionals and forming an effective harmonizing system in the relevant sectors of trade facilitation.
