In recent years, the reformation of our country's banking system makes a rapid progress, and gets into a new opening phase. Under the new system and circumstance, the commercial banks will be faced more serious challenges. Compared with the international advanced banks, our country's large scale commercial banks have a great gap on the corporate governance, the risk control, the asset pricing and so on. Strengthening capital management is the basis of commercial banks existence and development. The New Basel Capital Accord, which represents the advanced capital management philosophy of international commercial banks, provides a powerful instrument for our country's large scale commercial banks to improve risk management technology and international competitive edge, and supplies a stanchion for consummating bank supervision system and improving supervision validity. Therefore, researching on the capital management of state-owned commercial banks in our country has the strong practical significance.In this thesis' research process author mainly utilizes the method that the theoretical analysis unifies the real practical research and the synthesis induction links up with the concrete analysis. From the view of perfect commercial banking management, especially by researching the "New Basel Accord", the thesis analyzes the history of capital management, the present situation and the existing problems of state-owned commercial banks in our country. And then, the thesis separately puts forward the countermeasures to add the banking capital, enhance the assets quality, build the general risk management system, consummate the internal credit rating system, and improve the outside condition of commercial banks.
