However, facing the history-rooted influences of economy, politics, social system and thoughts as well as the objective demands of standardizing market-economy order and upgrading economy development quality, both government-dominating guilds and nongovernmental trade chambers of commerce will confront a plight for further development. What is in urgent need is a kind of developing road for trade chambers of commerce which systematically reconstruct trade organizations, practically adapting to Chinese economic and social developing situations and conforming to the requirements of promoting economic advancement, perfecting economic system, establishing politial civilization, and constructing harmonic society. Therefore, it is very necessary to have a public policy further researching on the characteristics, functions, forming routes, organizational principles and social position of trade chambers of commerce, and researching on how to build, perfect and standardize the development of trade chambers of commerce and bring them into full play.On the basis of summarizing the history traditions of trade chambers of commerce and comparing the developing experiences of overseas trade organizations, the paper analyses the character, present situations, problems and courses of the trade chambers of commerce and guilds in Tianjin with a large quantity of statistics and examples, sums up different characteristics between them, objectively puts forward a policy proposal to build up a new-type administrative system of trade organizations for promoting the nongovernmental, marketing and standardized development as well avoiding and controlling its negative effects, and thus suggests some strategies to achieve a kind of persistent and healthy development of trade organizations with an expectation of having a directive significance on the reforming and developing practice for the trade organizations in Tianjin.
