A Study On Medical Guarantee System Operation And Payment In Tianjin

The 16^th meeting of CPC mentioned rapid economic development demands the corresponding social guarantee system. It is an urgent need to perfect the medical guarantee system for town staff and enlarge the coverage of the system. Through analyzing the current problems in medical guarantee system of Tianjin, with reference to the Labor and Social Security Bureau in Tianjin, the writer finds out its restricted factors and puts forward some suggestions for ensuring medical guarantee funds steady operation and reasonable payment.The first two chapters in this thesis roughly introduce the basic conception and history of medical guarantee system. Chapter 3 introduces the situation of medical guarantee system in Tianjin and analyzes the main factors on restricting its development. The author concludes that effective controlling payment is the key to medical guarantee system. Chapter 4 makes a systematic analysis the moral hazard in medical guarantee. Chapter 5 proposes some material ideas to reinforce the management of medical service and improve payment control.
