The Study On Theory And Practice Of Local State-owned Assets Management

As local State-owned Assets Management (Abbreviated by SOAM) system is an important part of the SOAM system, the system reform of Local SOAM is also an important part of that of SOAM, which affects Whether the whole SOAM system reform succeeds or not. The report of the 16th National Congress of the CPC clearly points out the principles and directions on establishing the local SOAM system. According to the spirit of the report of the 16th CPC National Congress, the new state-owned assets supervision and institutional framework have been initially established in many provinces. However, the ambiguous duties of local supervise institutions and nonstandard operation of local state-owned capital result in problems of absence, offside and malposition With different degree. In addition, whether the local and national departments of SOAM acting as the investor of state-owned assets differ in the supervision responsibilities, the scope of assets and management mode, should be discussed and analyzed as a practical issue.This paper uses the principles of economics and public administration to analyze the necessity of setting up local SOAM departments and the nature of local state-owned assets as well as how to choose a local SOAM mode to realize clearly established ownership, separation of enterprise from administration and possession as various grade. Meanwhile, with empirical analysis of Kunshan's SOAM, this paper points out the current difficulties and problems of local SOAM mode and supplies some suggestion and advice on how to further improve the local SOAM mode based on domestic and foreign practices of SOAM for reference, which make great sense in deepening the reform of state-owned assets, promoting the transformation of government functions and speeding up the development of social works and other economic reforms in Kunshan.This paper includes five parts. The first part explains the research background and significance; The second part briefly introduces the theory of Western Economics & public administration , the theoretical study in China on the local SOAM; The third part comparatively analyzes the domestic and foreign practices of SOAM, and supplies some advices on effectively enforcing local SOAM; The forth part analyzes the status quo of Kunshan's SOAM and supplies some measures involved; measures; Some conclusions and prospects are presented in the final part.
