The wool industry is one of the links of the chain in the sheep husbandry. It plays an important role in promoting the Gansu economy and resolving the problems of people food. Meanwhile the traditional management and the confused wool market lead to the turbulence of production and management of wool. Although the situation tends to be stable in recent years, with the increase of mutton consumption and increasing desire of developing mutton husbandry, we have the problems of developing direction of wool-oriented sheep.The theme of the paper is to study the problems of direction of wool industry in Gansu province. The author offers targets and methods for the development of wool industry through analyzing the present situation, the internal and external circumstance and the potency of wool industry development.Firstly, the author introduces the industrial economical developing theory and the select criteria of main industry. Theoretical models of industrial development and the select criteria of main industry are narrated. The author offers we should adopt the harmony-slant development model, determine main industry according to the demand of market and industrial potency.Secondly, the author overviews the present situation of wool industry. The author points out the ramble situation of sheep husbandry in Gansu by the use of the statistics data. Now species lead to diversification form, the traditional breed must be improved, the proportion of sheep husbandry will increase steady in village and the production of wool will increase fluctuatedly. There is trend that mutton industry will rise with rapid speed and large scale of producing field will be constructed. Thirdly, the author analyzes the internal and external circumstance of wool produce. As far as the internal circumstance is concerned, there are some advantages to develop the sheep industry in Gansu, such as natural condition and the support of policy circumstance. As for the external circumstance, although the production of wool is decreasing in the world, the demand and supply keeps balance, then there is a big market gap about fine and super-fine wool; As to the domestic market, the domestic production of wool only can satisfy the demand of 1/3.The good quantity super-fine wool is imported completely; The WTO brings us chances and challenges, so it is necessary that we should adjust the structure of wool product.Fourthly, the author discusses the develop potency. As to the management, there are many species, improved gene pool, abundant foodstuff and the bases of sheep husbandry. Then with the development of breed improvement, the technology of sheep husbandry, the import of money and the change of management minds, the production potency is huge; As far as the market tendency is concerted, the international supply and demand is about 140 thousands tons steady. But the main wool produce country such as Australian, the wool production is decreasing in recent years. Although the total produce does not change, the demand of fine and super-fine wool are increasing steadily. As to the domestic market, there is a deficient gap about 2/3 of wool produce, meanwhile the high quality fine and super-fine wool depend on import completely. With the increase of population, the improvement of living standard, the change of consumption view, and so on, the wool market of our country will have a big space in the future.Last, the author brings the strategic policies, layout and methods. The strategic policies include: the practice of important decisions from the party central committee and state council about the development of agriculture and animal husbandry, and change of industrial structure. In order to realize the target we should regard the domestic or foreign markets as guide, take the development and management of science as method, take fine wool sheep, super-fine wool sheep and mutton as the role, consider the scientific advance and management to be methods, think of the pasture and scaled-breed as basis and task, treat the integrity as direction, on the base of the Gansu reality. We should develop the sheep industry which produces not only the wool but also the meat, extend the proportion of the improved sheep, improve the income of herdsmen, on the hypothesis that the scale of sheep is stead.As far as the layout of the sheep industry, we should develop scaled breed in Hexi region where the conditions are better than other places. And in the other places the sheep which is used to fat exclusively and goats should be developed according to different conditions.The wool industry of Gansu must the increase of investment, the construct of base, the improvement of breed, the management, the way of purchase about wool, the reform of the flow system and so on, realize the continual development.As far as the production management is concerned, the government should increase investment, import excellent fine wool breed, develop super-fine wool sheep importantly; Enhancing the way of wool purchase and the reform of the flow system, take the macro-control in wool markets, make the farm management relate with the cultural improvement of herdsmen, resolve the low benefit of sheep husbandry. As for the industrial develop strategy, we should construct the base of fine wool sheep, especially diversified enterprise, develop sheep husbandry in large scale. When constructing foodstuff base and pasture, we should finish the social severe system, promote the development of industrialization.
