This paper, based on the survey of China Railway 15th Construction Bureau Co., ltd ,combines with the author's working experience on the project cost management for years and aims at the phenomena that construction market become increasing in recent decade, however, the State-owned construction enterprises (let's take China Railway 15th Construction Bureau Co., ltd for example.) account for a decreasing market share. Therefore , this paper focus on the analysis of project cost management and offers some strategies for solving the problems.According to the concept and characteristics of project and survey of the main content of our country's project management, combining basic information of inside and outside of our country's construction enterprises with that of foreign countries, there're no wonder four aspects when we sum up the problems existing in the project cost management: firstly, there are some misunderstandings in the project management personnel's mind, such as the project cost management is only the duty of project manager, plan and financial personnel and so on; secondly, there's no right-hand management system with combination of responsibility, right and profit; thirdly, no proper combination between finance and plan, which mainly appears in the plan personnel's lack of finance knowledge as well as finance personnel's lack of project knowledge etc.; then, problems of ignoring the project quality and time limit and cost for a project exist. Last, problem of project cost control exists.According to the knowledge of MBA study and the author's experiences for almost three years, the main reasons of the problems above mentioned are: first, there's cognition problem: most of the employees are indifferent to project cost. The reason of existing the problem lies in the loose combination of enterprises'profit and employees'profit, and in the little relation of enterprises'win and deficit with that of employees. Secondly,system construct is not perfect. Nothing can be accomplished without norms or standards. Any cause is only a good wish without the assurance of system; thirdly, problems of personnel's quality exists. No personnel with high quality, no first-level project quality and profits; fourthly, the control of project management is not perfect.
