Human capital (HC) is not only the most important fortune foundation for a country or an area, but also the important resource for the development of a country (world bank, 1997). In modern economic society, a country's economic ability and competition capacity lie more on the quality and quantity of its HC than its material capital. With the advent of knowledge economy, the viewpoint about human resource (HR) being the first resource and HC being the first capital has been widely accepted. Advocating transfer from HR to HC has been not only scholars'commonsense but also governments'policy trends. However, the transfer from HR to HC still has problems on exploitation in theories and practice.This thesis systematically analyzes the concepts of HR and HC, their differences and relationships, necessity of transfer from HR to HC, HC forming, even current conditions about transfer from HR to HC of Weifang water conservancy, and puts forward the proposition of accelerating transfer from HR to HC. In the first place, when analyzing the definitions of HR and HC, the thesis classifies their differences and relationships. Meanwhile, the thesis points out that the difference between HR and HC is whether putting into conduction or not. Only thrown into conduction and bring profits, HC is called human capital. Because of common connection and development of material world, both HC and HR are all of ability and variety.In the second place, according to accumulated materials and observations of Weifang water conservancy, the thesis analyzes the present condition about transfer from HR to HC, pointing out questions which exist in transfer from HR to HC, and analyzing the reason.In the end, the conclusion part, the thesis raises main suggestions about transfer HR to HC. They are innovating ideas, carrying out HR cultivation strategies, strengthening educational career, boosting innovation, strengthening government conduction to speed up the transfer from HR to HC.The thesis is divided into five chapters. The first chapter, meaning, character, differences and relationships of HR and HC. The second chapter, necessity of transfer from HR to HC. The third chapter, analysis of HC forming. The forth chapter, present condition analysis of transfer from HR to HC of Weifang water conservancy. The fifth chapter, countermeasure analysis of transfer from HR to HC.
