| Governmental Procurement, as one of the key components of the China's ongoing fiscal disbursement reform as well as a practical approach to establish and improve related public fiscal system, has been actively researched and standardized, following the issuance of Law of Governmental Procurement in 2002, with an attempt to constitute an appropriate Governmental Procurement system that conforms with the national status of China.In the said papers, in response to the demands and trend that mentioned above and that raised from the establishment and improvement of China's public fiscal system in terms of how to structure and perfect China's current Governmental Procurement system, the writer attempts to analyze it and find a resolution through following four points:Firstly, an introduction has been made for the prevailing situation of theoretical research existing with both the domestic and foreign governmentSecondly, discussions have been made for the relevant concept, character, substance, object, basic principle as well as the importance of the Governmental Procurement system.Thirdly, the Governmental Procurement system of China and Heilongjiang Province has been reviewed in terms of historic development, systematic construction, manner of procurement and required prerequisite; Fourthly, analysis has been made on some useful overseas experience from related international organizations and countries such as the United States andSouth Korea regarding to their practice of Governmental Procurement. Through such comparisons, a conclusion has been made on the way that how the related experiences in Governmental Procurement of those countries and regions can be duplicated in China's effort on structuring and perfecting China's Governmental Procurement system.Finally, some recommendations and security measures have been indicated for enhancing the systematic development of Governmental Procurement in Heilongjiang Province in terms of solving the current problems. |
