China will open the financing business to outside world totally by the end of 2006. That means national financing will join in the globalization of world economy. All financing institution will compete in the all aspects of territories, customer scopes and business ranges.Operational risk management is the internal control for system failure and errors of commercial banks, and risk management for intentional or system defects or losses caused by external factors. It includes the management of operational risk system and all running business to the commercial banks.Comprehensive competence needs to be upgraded in our commercial bank compared to foreign banks in the view of that there is obvious gap of business especially in the areas of financing operation risk management will surely be a key task for Chinese commercial banks.The dissertation describes the new management modes of Basel New Capital Protocol, and provides a theoretical basis for the operational risk management to our commercial banks by using database of losing cases. In the process of studying the situation of operational risks for domestic and foreign commercial banks, the paper gives a detailed analysis on the problems and reasons for operational risk management for domestic commercial banks.Based on the management tools described in the Basel New Capital Protocol, the writer gives analysis for operational risk losses and works out management models of risk management in the aspects of internal, external, systematical, and personnel. The paper gives classification of operational risks for our commercial banks, and put forward a system of management modes for operation risks to our commercial banks.
