Since the Harvard Professor David McClelland proposed competency in 1973, the concept has become a global focus and has been recognized by the academia today. This theory has been widely applied as a management of human resources in foreign enterprises. Based on competency, leadership theory and existing research, this thesis analyzes the characteristics of Mid-and small-scale enterprise and the leadership in them, and discusses leadership competency and its impact——the post required elements and the organizational situations, provides some reference or emulation to business leaders to raise their competency.Three variables impact whether business leaders are competent in their leadership positions: personality characteristics, characteristics of the post and organizational situations. Personality characteristic is the initial variable, characteristic of the post and organizational situation are the mid-variables. Based on the analysis of case, the existing research of leadership personality, job characteristics, cultural tolerance and the size of enterprise, we put forward the theoretical assumptions.Through survey and using SPSS 13.0 software for statistical analysis, such as factor analysis, correlation analysis, regression analysis etc, we have reached the following conclusions : the leaders of the Mid-and small-scale enterprises have some competency, it consists of some main factors as follow: strategic thinking, communication and co-ordination, training others, constructing, responsibility, good mentality and cognitive ability; Job characteristic can be divided into job system and job surroundings. Cultural tolerance may be from the whole enterprise or from the direct leader, but its effect achieves worse results than that of job characteristic; Job system and job surroundings pose significant positive correlation with the leadership competency; Cultural tolerance also pose significant positive correlation with the leadership competency, so strengthening cultural tolerance can effectively raises the leadership competency; The size of Mid-and small-scale enterprise affects little to the leadership competency; The various factors influence leadership competency on different levels.This research helps to discover the leadership competency matches with the enterprise's strategic target, and is also helpful to carries on the objective appraisal to the leader.
